Best plan for SMS server

I'm developing a small-scale monitoring system that will send SMS alerts to a dozen or fewer users once or twice a day, using Multi-Tech iSMS servers (model #SF100-G, Wavecom Open AT). There are security concerns, of course, and it is highly desirable that all the traffic be outgoing only, with no way for messages to be sent into the system.
What AT&T service plan would best fit my needs - outgoing text messaging only, no voice, no internet data?
If there is no service plan available that prevents incoming text messages and voice, what would be the best way to restrict access? Does AT&T support GSM incoming service barring?

Thanks for the quick reply robsor. Just to verify: are any of the GSM Facility Lock features (those controlled by AT+CLCK) available with AT&T service?

I'm referring to "Call Barring", apparently a feature of the GSM/GPRS standards in the same arena as call fowarding, call waiting, caller ID, etc.
According to the Multi-Tech AT-command documentation, these commands control the call barring feature:
Facility Lock: AT+CLCK
example - to block all incoming calls: AT+CLCK="AC",passwd
Keypad Control: AT+CKPD
example - to block all incoming calls: AT+CKPD=*35*passwd#
When I issue these command an error is returned. It isn't clear if this is a device error or because the service does not support the blocking feature. Any ideas?
