Change device IP address [ Edited ]

Hello we run an in house app needs to be able to send data to a device, but the device cannot have an IP that begins with 10.*, 192.168.* or 172.16.*.  I need to have the IP of my device changed so that it will accept the data.  Does anyone know how I would go about getting this changed?
