WAP Push Messages via SMS not received or garbled

WAP Push messages, both SI and SL, sent via SMS from a GSM modem with a SIM card IMSI 310690xxxxxxxxxxxxxxx (Immix Wireless) and roaming on MNC/MCC 310-260 T-Mobile, never reach a Samsung A737 on the AT&T 3G network. The Samsung was set to receive service push messages.

When the AT&T SIM is placed in a Motorola Razr V3, the URL in the SI message is scrambled - text Text and URL www.google.com/mobile becomes (box with a question mark in it) followed by ~¿¿¿¿¿¡¿EÆ¿google.com/mobile¿¿¿¿Test¿¿¿. The SL message also appears with unrecognizable text.

A similar problem with garbled text is also seen for WAP push SI and SL on an AT&T 8525 and AT&T 3125.

How can WAP push messages via SMS be sent to these phones?

Server originated SMS to mobile should be done thru one of our aggregators, please review http://developer.att.com/developer/index.jsp?page=goToMarketSection&id=1900085.

You might want to ask the aggregators if they support multiple carriers.
